I would like to read your thesis on the roll of an MP.I am very suprised that someone like you who grew in in Kisii,attended UoN & worked in a Govt Company,would talk as if he does not know what is going on in Kenya.

The problems in Kenya include:
1] The winner take it all.Those who have the President & or close to him get anything they want.The rest can take the Highway.
2] Three arms of the Govt.The Executive,Legislature & Judiciary don't check one another because the Executive interferes with the other arms.
3] Session paper # 10 of 1965-prioritised devt to those areas that were to bring quick returns to the outgoing Colonialist.Most parts of Kenya were forgoten.
4] Budget-It does not matter how Suba MP's & dignitaries loud the need of the area,no one listen.The only thing we successfully achieved was stopping degazetment of Lambwe[Ruma] Game Park.
5] I attended a meeting when Moi visited the District & we gave all the needs & nobody listened.

Bwana Matunda,the loudest MP in the out going Parliament is Jimmy Nuru Angwenyi & you will be suprised that Marani his own Division has not been devt. any better than Dr.Onyonka's time. To be honest with u,CDF is God sent & that is a deliverate Govt[Parliamentary] effort to make a difference.Don't be cheated that if you are good at articulating need for your Constituency them funds will be available.

Take a look at the current financial year Roads allocation:
1]Nyeri-- 1 Billion[Kibaki's]
2] Kirinyaga- 650 Million
3] Amos Kimunya's District- 500 Million
4] Nyachae's--- 3000-or so Million

Did those District get more money becuase their MP's were more articulate in Parliament ?

This brings me to the idea of Fedaral Govt & a Constitution that gives the locals power & funds to run their lives. FYI:Suba people are very Schooled,it has/had a bunch of Mboya airlift people,the then Makerere grads,however,nobody listen to them becuase power has been elsewhere.The late Ochieng' Okwe[of Rusinga] must have been a UoN Student leader during your time

Jagwassi, Ojanga and others,

It is really unfair that in this time and age, fellow Kenyans have not been given a fair share of needed development. It is a pity!

There is a saying that the "squeaking wheel gets the oil"; I am wondering whether all those luminaries that Jagwassi has identified have made enough noise to demand the rightful share of development for their people.

This brings me to a dear subject I have held, i.e. the role of an MP in present-day Kenya. It seems to me that our MPs and leaders need to undergo substantial education in order to play their role effectively in parliament.

There is a reason parliament is called the legislature: it is intended to debate and pass legislation that would regulate how the rest of society behaves/works. In our parliament, MPs' contribution via motions is dismal and pathetic. And we know that members' motions can be effective as can be seen from the CDF enactment! As such, I doubt that Mfangano would have remained what it is to date if all those representatives Jagwassi named consistently, to a man, pushed, lobbied for and had motions passed to have the government allocate funds for development of the island!

When I speak to some MPs their sense is that it is the government's role to develop the country and that the Ministry of Planning is responsible for doing the planning and bringing about development in the process. Yet if one thinks about it the Ministry of Planning is in Nairobi, quite far and almost totally removed from many realities in rural Kenya. And unless representatives fight to get the rightful share for their people, the Ministry is unlikely to please and satisfy all.

I hope that Kajwang' would take advantage of the rare press Mfangano is getting now to push for the island to get its rightful share from the government.
