Vacancy (AAA Sudan) From: Jean-Francois Darcq Job description for OCO, OMA for DOR Mapuordit hospital in South Sudan JOB-DESCRIPTION (1) EXPATRIATE OPHTHALMIC CLINICAL OFFICER, RESPECTIVELY OPHTHALMIC ASSISTANT FOR MAPUORDIT HOSPITAL /South Sudan The ophthalmic clinical officer (OCO), respectively ophthalmic medical assistant (OMA) working at the eye department of Mapuordit hospital within and under the auspices of the Diocese of Rumbek has to fulfil the following duties: The OCO/OMA shall provide: Examination and treatment of common eye diseases/dispensing of eye-drugs Preventive measures, such as Vit. A distribution to malnourished children in order to avoid Xerophthalmia Taking visual acuity for literate and illiterate patients Teaching nursing aids to carry out visual acuity taking and simple recording procedures Screening programmes at schools Spherical refraction and appropriate correction Decentralized treatment and referrals through outreach activities, such as in Wou Wou and Atiriu Tarsal lid rotation surgery for patients with trichiasis and treating active trachoma with Azithromycine, introducing hygiene/face washing to the relevant communities and to address environmental factors such as the necessity of pit-latrines and garbage pits built in the communities to avoid breeding of the flies responsible for spreading trachoma in the community (SAFE-strategy) Teaching primary eye care as part of primary health care to community health workers (CHW) involved in PHC and sensitization of the community at large (e.g. through the village health care committees, women groups etc.) Identification of and referring patients with operable conditions, such as cataract, glaucoma etc. through screening camps, outreach activities and at the main centre Information for patients about costs involved for surgery, items required to bring from home (e.g. bedding, food, mats etc.) for the period they are going to be admitted Organising and assisting eye surgery camps at Mapuordit hospital (which should be arranged through/with interested visiting surgeons from outside) To guarantee the smooth running of the eye department in terms of medical attention and service delivery for the patient To have a respective approach in the office, as well as in public, to ensure the seriousness of our work and full motivation shown in assisting all patients including persons with impairments To be, at all times, absolutely honest and loyal to the hospital director representing and defending the interests of Mapuordit Hospital. To report on a monthly basis the activities to the AAA JOB-DESCRIPTION (2) Promotion to: In-Charge Eye department EXPATRIATE OPHTHALMIC CLINICAL OFFICER, RESPECTIVELY OPHTHALMIC ASSISTANT FOR MAPUORDIT HOSPITAL It is possible, that the OCO/OMA/OA could advance to head of the eye department as career structure within Mapuordit hospital. In order to achieve this objective, a period of 2 years of service in Mapuordit with a positive, motivated and clean track record is obligatory. The management of AAA, together with the Directorate of Mapuordit Hospital in collaboration with Light for the World shall be the nominating body for such a decision. In the event of promotion to head of eye department of Mapuordit Hospital, the additional responsibilities shall be as follows: To arrange the individual work-plan for each staff-member working for or under the ophthalmic department, supervise them on medical aspects where need be and to forward this plan to the hospital director To keep appropriate records on patients examination, which at all times are accessible for the hospital director or any other person he has authorized To prepare, in conjunction with the Health authorities of Rumbek (MoH) an annual outreach activity plan in order to maximise resources and avoid duplication of service delivery and to forward it to the hospital director for approval or any other person he has authorized To arrange for adequate and well-in-time drug supply for the main eye clinic, as well as for the outreach activities and screening camps. The hospital director or any other person he has authorized are the responsible persons who will approve and give out the relevant drug supply from the main hospital drug store To keep the balance of drugs dispensed in order (stock-keeping) and allow accessibility to the drug-stock of the eye department for cross-checking/inventory at any time through the hospital director or any other person he has authorized To be liable for appropriate accountability including petty cash, issuing official receipts for consultation fees, as well as for the eye-medication (ophthalmic drugs) prescribed. At all times the receipt books are accessible for the hospital director or any other person he has authorized for information and cross checking To submit any funds/income from the eye department, including outreach activities according to the dates and time given by the hospital director or any other person he has authorized including presenting all relevant documents in order to prove appropriate accountability for cross-checking purposes.
