HOW MOI'S TOP KALENJIN OFFICIALS LOOTED 10,000 ACRES OF KIMWANI ADC FARM IN NANDI.

  The case of excessive corruption and the looting of government land has emerged depicting the previous KANU government headed by the retired president Daniel Arap Moi like a cowboy regime.
 
The list which is now in our firm hand detailed how the 10,000 acres Kimwani ADC farm which is located at Songhor Settlement Scheme in South Nandi district was looted and shared by former top brass government officials, their relatives, wives, sons and daughters.
 
  The family of the outspoken former KANU nominated MP Ezekiel Bargetung looted close to 749 acres, while the Kerio South MP Nicholas K. Biwott and 13 of his supporters and political associates got away with close to 1,000 acres. Biwott himself got away with 100 acres.
 
  Also topping the list of the looters is the former nominated MP Mark Kiptarbei Too who scooped 100 acres, while the immediate family members of the retired president Moi received close to 500 acres. His sons Jonathan, Gideon, Philip and Raymond shared 200 acres while his two daughters Jenipher Kositany and Doric Ibrahim Choge were given a total of 250 acres. Each got 150 and 100 acres respectively.
 
  Politician Henry Kosgei the MP for Tinderet received his share of 36 hectares while his Ainamoi counterpart Noah Arap Too got 36.77 hectares of the looted government parastatal owned farm.
 
  Other notable beneficiaries included the former head of Civil Service Dr. SallyKosgei, 35 hectares, Joseph Arap Leting 36.77 hectares, Zakayo Cheruiyot 37.77 hectares, Benjamin Kupkulei 37.7 hectares and Moi's personal assistant Joshua Kulei got 36.77 hectares.
 
  Among the military men and their wives who benefited from the loot were General Augustino Cheruiyot 36.69 hectares, General Lenges 100 acres, Brigadier Sitienei former Moi's aide de camp (ADC) 100 acres, Lt. Gen. Elija Sumbeiywo former Army Commaner 36.77 hectares while Mrs. Mary Jemtai Tonje, the wife of the retired former CGS 37.71 hectares.
 
  The former Director of the National Security Intelligence Agency Brigadier Wilson Boinet was among the beneficiaries. He received 36.77 hectares. The former Managing Director of the ADC the late Dr. Walter Kilele 36.77 hectares.
 
  In the same category, the former chairman of the National Bank of Kenya Mr. Hosea Kiplagat who is Moi's nephew received 36.77 hectares. Another notable beneficiary is the former Police Commissioner Phelemon Abong'o who got 50 acres and former Minister for Water Development Eng. Kipng'eno Arap Ng'eny 50 acres, Mr. S.K. Chepkonga the Director General of KTTC also settled on 50 acres.
  Former nominated MP Ezekiel Bargetung got 500 acres while his three sons Ken Bargetung 89 acres, Ben Bargetung 1000 acres, Erick Bargetung 100 and their relative by the name Cheruitich 50 acres. His daughter Emily Bargetung helped herself with 50 acres.
 
  One Mr. Rotich who was a personal assistant to Dr. Walter Kilele the MD ADC's farms is reported to have pocketed close to Kshs. 300 million from the sale of over 200 top grade dairy animals at the Kimwani ADC farm and fled the country with the loot. Rotich has remained a fugitive holed up in undisclosed foreign country to date.
 
  Another notable beneficiary is the former MD Kenya Seed Company Dr. Nathaniel Tum who got away with 38.41 hectors.
 
  A Mr. Noor operating as Noor Kipsitet Transporters looted 17 serviceable tractors, by paying a peanut of Kshs. 50,000/- per each from the Kimwani Farm.  It later transpired that Mr. Noor was the farm manager at the material time.  He also ended up slashing 250 acres for himself.
 
During a tour of the Kimwani ADC farm in Tinderet Constituency, the Minister for Agriculture Kipruto Arap Kirwa made an impromptu announcement that all the looted 10,000 acres of the ADC farm is to be repossessed by the government from those who had acquired them illegally.
 
The Minister also made it clear that those who were given 300 acres of the farm each, but had yet to develop such farm would also lose their land. These people, said the Minister had benefited with allocation of land in other ADC farms elsewhere.
 
  He said that President Mwai Kibaki had directed that hundreds of Nandi squatters who have been living on the farm since 1955 be settled permanently on the farm.
 
  Another looter is the ADC Farm Manager, a Mr. Noor who received 250 hectares, a Mr. Rotich from the Chemelil Sugar Company received 114 acres while Lt. Gen. Nick Leshan, the former Commander of the Kenya Airforce and later CGS also benefited with 80 acres.
 
  All the farms were acquired under the name of Kaptich Limited a land buying firm, but the beneficiaries are reported not to have paid even one cent for the farms allotted to them. In fact, most of them received their farms with the planted sugar cane crops which they later sold to the nearby Chemelil Sugar Company and minted millions of shillings.
 
  The former State House Comptroller Abraham Kiptanui received 36.71 hectares while Mr. Samson Cherambos the former head of Presidential Escort during Moi's time got 35 hectares and a Mr. Ismael Kiplagat whose abode was given as sports also benefited from 100 acres.

  In the list, the name of the Ainamoi MP Noah Arap Too is missing erroneously, but he also benefited with 1,000 acres while serving the government as the Director of the CID.
