The Luo Elders Development and Cultural Group (LEDEC) operating in parallel with the amophorous and moribund Luo Council of Elders, which is an affiliate of the Liberal Development Party of Kenya (LDP) has become an house hold and darling of every Jaluo It is headed by a veteran trade Unionist Mzee Walter Kitoto Adell who is also the chairman of the Riwruok Dongruok Kano Manyien (RIDOKAM) which is also an affiliate of LEDEC Dozens of other local welfare organizations operating at locational level but with similar objectives, agenda and mission have also sprung up in every corner of Luo Nyanza affiliated naves themselves to LEDEC There is however a tug of war between LEDEC and the Luo Council of Elders which is headed by "Ker" Meshak Riaga Ogalo whose members are consisting of former Jaramogi Oginga Odinga loyalists and political supporters most of whom are leaning towards the LDP. And have since then transferred their services to "Agwambo". "Ker" Riaga Ogalo himself a former youth winger of the father of the oppositionist politics in Kenya the late Jaramogi Oginga Odinga have since then turned to be Raila Odinga's sycophants whereas LEDEC members are not committed to any existing political party in the country. But its affiliates sister organizations have also elected their "KER" at the location level.LEDEC members are free to join political party of their choice. Infact the majority of them are members of the LDP and now ODM-K therefore exercising their democratic rights fully. The LEDEC doctrine and policy is to empower members of the community, restore and protect the region's natural resources such as fish and Lake Victoria, articulate for better prices of food crops such as sugar cane, maize, ground nuts, finger millets and minerals as one way of uplifting the living standards among the Luos Its main objective is to mobilize the community and sensitize its members to take active part in the economic related activities such as business entrepreneurship, enterprises and farming .This is in realization that the region is prone to abject poverty. LEDEC has conducted several seminar and workshops in many parts of Luo land with its main theme is the urge for the community to play bigger role in the economic activities of the Kenya nation. According to a source most of the affiliate primary welfare organizations after completing their elections would later take part in a national convention in which LEDEC top officials and the real "KER" would be elected and voted in by delegates from all administrative locations in eight districts of Migori ,Simba. Homa, Rachuonyo, Nyando, Kisumu, Siaya and Bondo Those who would be eligible to attend the national convention to be held in Kisumu City will comprise of KER,OKEBE and Ogai as members of the various local executive committees. The RIDOKAM recently picked up the former Assistant Minister for Local Government Mzee L.W.Oselu Nyalick as the "KER" of the entire Kano community. Other locations which have since elected their own 'KER" and other officials include Kabondo, Kasipul, Nyakatch, Kisumu, Gem, Alego and Ugenya. Plans are a flock to form senor communities in other locations in the greater South Nyanza and others in Bondo and Siaya. LEDEC official have strangely refuted the misconceived allegation allegedly being fueled by its rival the Luo Council of Elders that its members were working in co hoot with those forces hostile to the Luo community on a concerted efforts to intimidate Raila Odinga's presidential ambition. "There is no truth in such claims whatsoever .Members of our primary organization and LEDEC plays no role in politics but individuals are free to support anyone of their own choice. The majority of our members and leader are Raila supporters in both LDP and ODM-K"said one official of the LEDEC who prefer to maintain his anonymity.
