There is a time to be born and to die, time to plant and time to harvest, time to carry and time to laugh; time to lead and time to be led, time to build and time to demolish and God forbid time to extort. In Luo-Nyanza, one of those very hard times (time and season to extort) money from aspiring and defending Luo politicians, as the Bible says, is high. And that time and or season has started in earnest almost exactly one year to the next general election. History is likely to repeat itself in Luo-Nyanza as it did in 1992, 2002 and probably much earlier. The money extortion period from Luo aspiring politicians started last week when Raila Odinga's personal assistant Mr. Dave Arunga S.M.S. over 300 aspiring politicians to attend a crucial meeting at the Nairobi Methodist Guest House. The sms simply directed the aspirants to attend the meeting without fail. Since it was coming from Raila Odinga's office, the aspirants had to obey to go and pay Julius Caecar his dinnars. The last week's meeting was held under the auspices of Raila Odinga Centre (ROC) and the office of the chairman of the Luo Council of Elders .Only wealthy and resourceful individual aspirants were secretly and selectively invited to the meeting. Even some of the sitting MPs were not invited. This has signified the signals of possible money extortion exercise in the offing. The details of what transpired in that meeting have been reported elsewhere in other local dailies. But its main contents is that it was chaired by non other than Mzee Riaga Ogallo, the un-elected Chairman of Luo Council of Elders. Many of the participants therefore queried under whose instructions and what legal and political arrangement a Raila Odinga mouth piece like Riaga was chairing this meeting. Since the impromptu meeting had no pre-arranged agendum and was being chaired by a dubious cultural and political character, most members concluded it was meant to harass and extort money from them. Mark you, this was not the first time such amorphous meetings was being held for aspiring Luo politicians. The kind of meeting and arrangement that made the current Minister for Foreign Affairs go to parliament at the expense of his political conqueror. A close scrutiny of what transpired at the Methodist Guest House indicate that the money extortion from Luo politicians has taken a new dimension. It was extended to the past, present, previous losers and future MPs. It is now chaired by the Chairman of the Maribund Luo Council of Elders with Raila's personal assistant Dave Arunga as both convener and secretary at the same time. Your guess should be as good as mine of what to expect next. Even before the Saturday 16th December "meeting" took place, many 2002 general election losers and new aspirants had been heard boasting to have allegedly parted with millions of shillings for bribery in search of favour in the next year's nominations. Many of them have started to boast how they have already bought their parliamentary seats come 2007. Most of them have done so through Dave Arunga and of late Mzee Riaga Ogallo who is alleged to be secretly courting for a wealthy Muhoroni politician for the purpose of brokerage between him (the politician) and "Agwambo" . In conclusion, this reporter sees a complete but a modified version of Nyanza politicians buying their ways to parliament come 2007. It might not be done the way it was done in Rarieda in 2002 nor the Kibaki Tosha syndrome. But it has all been started with Dave Arunga and Mzee Riaga Ogalo. Let us wait and see how they will do it as soon as the whistle is blown. Time has already started to tell as the Methodist Guest House Conference put together enemy against enemy, perennial losers vis-avis winners, the extremely rich versus kiosk hotel owners, the educated against the semi-illeterates, you name it. With such an holly alliance, it is not possible to say the Luo Nyanza elections will be free and fair. If the Tuju-Owiti Malo Malo of Rarieda Constituency politics do not repeat itself in 2007, then this time round, the highest bidder/gambler in the Luo-Nyanza constituencies will carry the day.
