TENSION REMAINED HIGH IN THE KENYAN CAPITAL AFTER THREATS BY OUTLAWED MUNGIKI SECT TO SLUM DWELLERS

For the fourth day running, tension remained high in Nairobi, the Kenyan capital city following reports of planned indiscrimate attack against the slum dwellers by members of the outlawed Mungiki Sect.
 
The police followed the leads of the reported plans hatched by the outlawed Mungiki sect to unleash violence on the various city estates inhabited by members of certain targeted communities.
 
The outlawed Mungiki sect members had plotted to disrupt Christmas and New Year holidays.  The sect members were reported to have hatched plot to attack one Kenyan prominent politician's resident and his business interests as a protest following last week's arrest and prosecution of its former leader Mr. Ndura Waruinge who is currently languishing in a remand prison pending trial on charges of causing violence.
 
But the police were taking no chance.  They launched a massive dragnet, which resulted in close to 1,000 members of the Mungiki sect being netted.   The sect members were being interrogated in various police stations within the capital.
 
Waruinge who had already declared his interest in the Lang'ata Constituency Parliamentary seat in next years general election is believed to be getting financial and logistic support from the Narc-Kenya party leaders and the government.   The incumbent MP Raila Amolo Odinga is the de facto leader of the opposition party, the Orange Democratic Party of Kenya (ODM-K), which is an amalgamation and consortium of several parties, which include the former ruling party KANU headed by Mr. Uhuru Kenyatta.
 
The battle between the police anti-riot squad, Waruinge supporters and Raila Odinga followers resulted in the death of two people while scores suffered gunshots and were hospitalized.  A police post was set ablaze and several vehicles destroyed as the police attempted to disperse the rival groups engaged in street fighting.
 
The police were stoned by the rowdy youths.   They responded by firing tear gas canister and live bullets in some parts of Kibera slums, when they sensed their security had come under direct threat.
 
Hon. Odinga severely criticized the government of President Mwai Kibaki for wanting destruction of lives.  He blamed the Security Minister John Muchuki saying his supporters had retaliated after being pushed to the wall.
Despite of the life-threatening incident, Mr. Waruinge immediately called an impromptu news conference and reiterated that he would revert to his former and threatened to retaliate against Hon. Odinga's supporters.   But he quickly changed his tone saying he was a peaceful man.   But judging from Mungiki's previous attacks on innocent people, nobody could believe him.
 
A day before Christmas, the police had received information that Mungiki sect members had met in their secret hideouts and hatched plans to unleash violence on members of a certain community (read Luos), in various parts of the capital.
 
A police spokesperson was quoted as having said that the operation would continue to ensure the safety of residents.   The police had deployed additional security personnel in all residential estates and with the twenty-four hour support by an airborne helicopter hovering around, keeping an eye watch in the city Central Business District (CBD) and residential estates.
 
The Nairobi Provincial Police Officer (PPO) Mr. Njue Njagi was quoted by a section of the press as saying the police were aware of the existing plot by Mungiki sect members and that measures had been taken to avert any such ugly situation.  "We will have our Christmas and New Year in January because for now, every police officer is out there posted to strategic places to ensure the safety of the residents and their property.  The planned attacks targeted certain communities in the city and were to go on Christmas or on New Year holiday.  These reports were believed to have been received from the Security Intelligence Agencies.
 
Waruinge who defied the police order banning any public rally in Nairobi was arrested last week following the death of two people when the former sect leader now claiming to be a born-again Christian and a pastor called for a public rally.  His supporters and those of his opponent Raila Odinga were engaged in a running battle.   Attempt by police to disperse the two combative rival groups resulted in police being stoned.
 
The police had declared the rally illegal when Waruinge and his team of supporters tried to force their way into the slum amid strong protest mounted by his rival's supporters.  This sparked off clashes between the police and the slum dwellers.   The opposition supporter joined the fray and several houses went up in smoke and were destroyed in the melee.
 
Police later summoned Waruinge for interrogation and after hours locked him in the cells and charged him the following day.

On two or three previous attacks, the Mungiki sect which is believed to be a private army outfit supporting top Kikuyu politicians from Central Province had attacked residents of other slum areas, but only targeted members of the Luo community for killings in a genocide style, which is similar to that which occurred in Rwanda in 1994, which claimed close to one million people.
 
Police are believed to have beefed patrols around the residence of half a dozen of senior politicians, particularly those luminaries in the opposition ODM-K who were now keeping vigilant around the clock.   The exercise will continue until the situation comes to normal after Christmas and New Year festivities.
 
The politicians whose homes are earmarked for twenty-four hour security surveillance and protection include MPs Raila Odinga (Lang'ata), Kalonzo Musyoka (Mwingi South), Fred Gumo (Westlands), Prof. Anyang' Nyong'o (Kisumu Rural), whose wife was recently shot at by unknown gunmen for yet to be disclosed motive.
