KASIPUL-KABONDO Constituency in Rachuonyo district, which is one of
the most populous parliamentary electoral areas in Luo-Nyanza with
the largest registration of voters has attracted yet another high profile
aspirant.
He is the 45 year
old Dr. Kenneth Kambona Oyugi, who holds a PHD in Agricultural Entomology
from a German University.
Currently Dr. Kambona
Oyugi works as the Regional Consultant in Agricultural Trade and policy
with the USAID in East African region. He has had an illustrious international
career having worked at the International Centre for Insect Physiology and
Ecology (ICIPE) where he was hired as an agricultural adviser to the
Somalia government. He later became the regional business and corporate
manager for Sygents East Africa Limited, a multinational
business company, where he was instrumental in getting the company to introduce
high yielding hybrid maize seed (DUMA) into Kasipul-Kabondo and other lowlands
in the Nyanza region.
He hails from a prominent political family in central Kasipul Location, Oyugis
Division. His father, a prominent educationist, the late Mr. James
Oyugi Ogot was a teacher in the area for many years before he rose to the
rank of the AEO and later the District Education Officer (DEO) Siaya. He
later contested the same seat, coming second during the infamous queuing
(Mlolongo) voting system of 1988.
Dr Kambona Oyugi, who was recently voted as the "Man of the Year"(2006)
in advertising and introducing development in Luo land is likely to be a
strong contender for the seat due to his widely acknowledged popularity with
the youth and women groups. He is a witty, dynamic, organizer and a mobilizer.
He is among the emerging youthful leaders not only in Kasipul-Kabondo, but
also belongs to a new crop of young ODM-K leaders with impressive academic
credentials backed up by excellent tract record in grassroots development.

The youthful scientist is also being credited for having been instrumental
in raising the Nyanza academic standards. Under his patronage and chairmanship,
the hitherto little known Ober Mixed Secondary School become the number one
District School in Kenya in KCSE exam results of the year 2005. His late
father Mr. James Oyugi Ogot initiated Ober School in early 1970s.
Dr. Kambona Oyugi
has also adopted all candidates classes in Kasipul Kabondo by providing students
with the necessary learning gears such as pens and pencils
Dr. Kambona Oyugi is considered to be only one among a few top professionals
to have served as the Secretary co-coordinator of Kasipul Kabondo Constituency
Development funds (CDF). During his term under the late fiery MP Eng. Peter
Otieno Owidi tenure, the constituency CDF was voted the second best in the
country with excellent project management and evaluation, having initiated
218 projects in only one and half years. Whereas under new management, there
have emerged complaints and accusation of poor planning and disbursement
of CDF money. Also nepotism, favoritism overrides the needs and necessity
of the projects being funded.
Dr. Kambona Oyugi is involved in a lot of youth activities.
He support and sponsored several youths projects and sporting activities where
he has donated balls, and game kits.
After realizing the need to improve the welfare of
the youths, he has undertaken to teach the groups on the project proposal
writing techniques and where to source for the project funds through leadership
seminars and workshops, which he has conducted at intervals.
.
In agriculture Dr. Kambona Oyugi is supporting a host of horticultural farming
activities with the recent one being the Chili Farming in which he has undertaken
to distribute Chili seeds free of charge to the farmers, youths and women
groups within the constituency. He says he does this, “in order to
improve the welfare of every constituent”. A Chili buying centre has been
opened in Oyugis Town, where a kilo of Chili is being sold at 1001-. He has
promised to lobby for a Chili processing plant to be established in
the area and urged the farmers to redouble their effort in Chili growing.
Dr. Kambona Oyugi is a down to earth focused leader who is popular with the
constituents and bonds well with the young and old with both national and
international connections and has among his friends Sen. Barrack Obama of
the United States, a man who could possibly be the next President of USA.
In his declaration of intent to contest the seat, he has appealed to the
electorate to vote for a focused leader who is qualified like himself and
able to facilitate development in a much faster style.
Dr Kambona Qyugi has also adopted all candidates classes in Kasipul-Kabondo
by providing them with crucial learning gears and materials such as
pens and pencils, geometric sets, rubbers etc things that are often ignored
but lacked by many pupils and students.
In addition Dr. Kambona Oyugi continues to donate Text Books to primary and
secondary schools in Kasipul-Kabondo through the Kambona Oyugi Library Scheme
which he launched a couple of years ago. So far close to 70 schools
have benefited from his hefty donations.
Dr. Kambona Oyugi has been one of leading sponsors of Kachien Resource Centre
of Kasipul Kabondo, a masterpiece of community participation in development.
As an agricultural adviser, he is also involved in the revival of dairy farming.
The area is endowed with good climatic condition. All the cattle dips in
the area are being revived as being critical component in dairy farming.
The latest rumours making the rounds within Oyugis Town and its environ says
that the two personalities from the area who are working and living in Scandinavian
countries are currently considering the possibility of joining the race for
Kasipul Kabondo seat. They are Mr.Otieno Opee and Mr Oyugi Odada.
Both men hail from Central and Eastern Kabondo Locations. Their candidature
could jeopardize the chances of the incumbent MP, Paddy Ahenda’s re-election
efforts, since the latter depends entirely on the bulk of bloc votes from
Kabondo communities where he is a non-indigenous.
