A high level perennial scandal continues to take its toll unabated, at the Kenya Medical Research Institute (KEMRI), as the Kenya Anti Corruption Commission (KACC) looks the other way. The award of insurance services to KEMRI related projects such as WELLCOME KENYA TRUST Co. LTD., WALTER REED, in Kisumu, Mombassa and Nairobi, among other parts of the country, is a preserve of the topmost official and his wife, disclosed the anonymous insurance brokers and agents who are up in arms. Dr David Koech who is the director,KEMRI and his second wife, they averred have dominated the tendering board, dictating terms and conditions in their favour. The wife owns an insurance agency known as TRIPOID, which has been winning tenders, under circumstances that raises eyebrows. The visibly disgruntled managers of some insurance brokerages, companies and agencies, confided that tenders have never been advertised. And that, Nyawira who is an interested party and the proud owner of Tripoid, sits in the tendering board, bulldozing the managers of Kemri related projects to award her the tender at the expense of the other deserving, competent insurance brokers and agencies. Adding that the woman exhibits open arrogance against them while they are attending the tendering board meeting, bragging that "whether you rant or rave, my husband is the custodian of all supplies and services and the voice of authority" said one of the officials. Investigations further unearthed that the married couples alleged conspiracy and shady deals is deeply entrenched, so much that the woman alias "iron lady", is privy to the amount of money that is in all the Kemri related projects, and bank accounts. It is noteworthy, that Nyawira was at one time involved in a landmark tussle with the WELLCOME TRUST Co. LTD, when she shamelessly hijacked the CFC programme, using an orthodox means. The fire spitting officials expressed their deep concern with the foregoing, urging the government to deploy necessary remedial measures, for sanity to prevail ahead of tender awards, next month, February. By the time of going to the press, the alleged graft-minded couples, having noticed that this investigative journalist was zeroing in on them, decided, to embark on a pre-emptive mission to dilute adverse publicity. Consequently, in the daily standard newspaper dated 19th January 2006, an advert was placed which read in parts "Kenya Medical Research Institute (KEMRI) in collaboration with the US Centre for Disease Control Prevention (CDC) conducts research in Malaria, HIV and other diseases. The programme invites application from competent suppliers and service providers who are electronic tax registers (ETR) compliant for pre-qualification for the period 2007" The advert which requires that completed application forms to be forwarded on or before 12.00p.m, 28 February, with the provision of insurance services featuring prominently, they said, is a public relations exercise aimed at hoodwinking them.
