We are reading the same book BUT different chapters. My own posting is supporting you & did not mean that 90M is good enough for the God forsaken Suba District.I was saying that we need to keep devolving so that the local regions have more say in funds usage & allocation.

Mbita course way was so called to give Rusinga ease of Transport / communication during Hon. Alphonse Okuku's tenure. However,it was/is an enviromental disaster & we are fighting to blow it up & you can check Osienala postings. My own Brother Peter Okoth Mireri has been louding the need to make sure the ECOSYSTEM around Mbita goes back to normal for Fish breeding.
