If the reports from International Republican Institute is true and coming on the heels of the recent steadman polls, Kibaki might not need to "rig elections" through creation of "winnable provinces". The loss for the opposition would be massive and the political realigment to follow could seal careers of dozens of leaders.

Without broken MOU hanging around his neck, Kibaki's administration would be unstoppable in anything he does, including the creation of the fake provinces. He could actually annoint Saitoti as his successor like most of the old guard want him to. Agwambo would be irrelevant, even in Nyanza!

ODM clearly have a herculen hill to climb to dethrone an incumbent "big man African President"
