This is what Majimbo/Regionalism means to me.

Montgomery County government in the US makes a good example of what I like to see in Luoland as a local government within a federal government. The county is about the size of Kisumu District. Please read on and pay particular attention to the power of the local people in making decisions about themselves and their community, and their sense of ownership and belonging.
