Re: Fast Forward 2008: FIVE PILLARS OF THE KENYAN YOUTH AGENDA AND VISION

From: Con Omore

Just to add to what Cyprian has sent, young people drawn from a fair representation of class, religious backgrounds, ethnic, education etc carried out research and drew up a Vision for the country. This was done in 2002/2003. Find an excerpt below and let's look at the bigger picture.

The Vision

As Kenya ’s young people and alternative leadership we have come together to prepare a proposal for a vision of our country that confronts the above challenges. We present this as our proposal as a group that consists of the majority of the population and one that we are convinced will have the opportunity to bring about real change in Kenya.  As we ascend to positions of decision making in the country, we shall work together with other Kenyans to bring this vision to reality.

In 2027, Kenya is a united nation with a sense of common purpose and destiny.
In 2027, Kenya is one united and confident nation of diverse cultures and people, sharing common goals.  Kenyans consider this unity paramount and it is preserved by the constitution and the country’s leadership and citizenry alike. Through a process of national education and socialization we promote the unity of Kenya and the development of a shared history, culture, language, values and beliefs.   Through this we develop a stake for all Kenyans in one united republic.

Though we continue to be a country of a diverse mix of ethnic groups and cultures, we have a strong national identity based on shared history, struggles and national values. These values include integrity, wisdom, individual and communal empowerment, personal development, quality relationships and family centeredness.
In 2027, Kenya has put to rest the many arguments with regard to citizenship and the instruments that bestow citizenship are available to all Kenyans as their right.

In 2027, Kenya is a mature, free and tolerant society.
Kenya is a free, pluralist and tolerant society where the diverse people, cultures, traditions and lifestyles all co-exist side by side. Different ethnic groups live in harmony and in cohesion with a spirit of mutual understanding and respect. The arts and culture are central to the development of our multicultural society. Diversity is expressed through Kenyan art, music, dress, theatre, sports and various cultural festivals and events.   Kenyan citizens are assured of access to justice in a system that is fair, efficient, and responsive and upholds the shared values of Kenyans. Kenyans are able to access justice at various levels within the country and have confidence in the system. Though the country has many faiths and religions practiced, Kenya is a secular state, where the freedom of religion and worship is guaranteed.

In 2027 Kenyans are a dignified and confident people
In 2027, we are a proud and confident people, with faith in ourselves and our nation, our accomplishments and possibilities.   We subscribe to common goals based on our shared past and pride and we are distinguished by a desire for excellence. We are patriotic and take pride in our nationality as demonstrated by the increased use and overt display of national symbols.
Kenyan society in 2027 has shed off any shackles from the past and any sense of inferiority.  We are respected by the peoples of other nations. The family unit is recognized and protected as the basis for society, for development of the people of Kenya, their socialisation and the transmission of social and moral values. The strength of the family is reinforced and it provides the foundation for dealing with incidences of social stress.
Kenyans in 2027 are a hardworking proactive people, who with enterprise apply themselves wholeheartedly to the creation of a better future for themselves and those that depend on them.

In 2027, Kenya is a just, democratic and accountable nation.
The Kenyan state is a legitimate entity, deriving its legitimacy from the people. An integral part of our democracy is the open, free and fair competition for office at every level at regular intervals. In this democracy we ensure that holders of public office are accountable and citizen groups and other institutions maintain vigilance.  Leadership changes and transitions are orderly and do not disrupt national aspirations. Our government is competent and all-inclusive.   It upholds the principles of democracy, transparency and accountability, and promotes equitable social and economic development.
Public, private and civic institutions in Kenya are legitimate, efficient, transparent and accountable. The rules that govern us and our institutions are just and are made and altered in an open and consensual manner. In 2027 Kenya emphasises the accountability of both the state and citizen who recognize and carry out their respective duties and responsibilities.
Power is devolved and decentralized and citizens have more power to make and enact decisions that affect them. Kenyans are an informed populace who participate in decision-making.  In this society our youth are recognised as the repository of our hopes and aspirations, and are encouraged and empowered to play their full role in the nation. In addition the elderly are respected as a source of wisdom and experience.

In 2027, Kenya is an ethical society whose leadership pursues integrity.
Together with our leaders, we subscribe to the highest ethical and moral standards. We have established institutions and practices on public ethics and governance which are overseen by parliament.    We are ethical in our actions, moral, in our beliefs and steadfast in our values.

In 2027, Kenya is a safe, secure and caring nation.
In 2027 we are a country at peace with ourselves and the world around us. All human life is precious and protected and we have the capability to effectively deal with crime and disaster. Our security services are professional, disciplined and well-equipped, and are under civilian oversight.   The nation feels confident that we are not the subject of acts of internal aggression and terrorism.
In 2027 the violation of physical well being and abuse of human rights has been eliminated as has been domestic violence and abuse of spouses and children. We assure food security for all.  We also ensure access to water for all for purposes of achieving social and economic goals. We have assured access to reasonable shelter that has a degree of permanence and ensures ease of access to amenities such as energy, communication and living space for all.
We have a developed social security system that serves all who find themselves temporarily unable to fend for themselves, including the elderly and infirm, while Harambee is the building block of a caring and philanthropic society.

In 2027, Kenyans are a healthy and educated people
We boast a healthy and educated population that applies its skills in industry and the service sector. The system of education is able to adapt to the needs of the country and to global changes. This education empowers Kenyans to produce goods and services that are globally competitive and Kenyans are well integrated into the global market for skills.
All Kenyans have universal primary and secondary education with options for diversification to vocational and technical training as well as continuing with purely academic training. All Kenyans have access to good quality health facilities for both preventative and curative services. There is adequate care and nutrition for all citizens and the country is well equipped to deal with outbreaks of any diseases.

In 2027, Kenya is an economically just society
There is a concerted effort to reduce income economic inequalities.   Kenya has a more equitable distribution of the outcomes of social investment through participation and empowerment.  We have made significant progress towards optimal land use and equitable land distribution.

In 2027 Kenya is distinguished by a robust, dynamic and vibrant economy that embraces technology, innovation and progress and a culture of hard work and discipline. This economy is distinguished by private sector leadership with the government as the facilitator of a positive investment climate, and the custodian of consistent and coherent policies. Enterprises in Kenya embrace the highest standards of corporate governance, excellence, professionalism and integrity.
Kenyans are assured of access to opportunities for self-fulfilment through work, (the generation of economic, spiritual and social resources) and the ability to command a commensurate return sufficient to cater for basic human needs.
Kenya has an open economy and is a prime exporter of high value goods and services in the region and beyond. The service sector in Kenya is the highest contributor to national earnings and serves a transformed agricultural and industrial sector. Our agricultural sector is diversified, market-driven and competitive and we boast of vibrant small and medium sized enterprises, with access to affordable capital.
We have high quality, extensive, and cost effective infrastructure, and robust capital and money markets. Kenya has a comprehensive information network, and has developed its capacity in electronic and print media, encouraging local content. We have a well designed system of protecting intellectual property rights that spurs innovation, research and exploitation of indigenous knowledge.

In 2027, Kenya pursues policies that promote sustainable development with the future in mind
Having recognised that our country has a fragile environment whose use must be managed with the future in mind, we embrace the principles and practices of sustainable development in land and other natural resource.

In 2027, Kenya is a responsible African member of the global community of nations.
