Hello Lucy,

The article you responded at the hotmail chain emails political analysis, I was a nice well illustrated article and its details. Kibaki has his vision 2030 is awesome, Odinga reforms are OK but not quite practical reason is because who is he gonna punish for corruption? Ruto or Mudavadi are the center of controversey, what kind of budget is to run the Odinga government executive office? Kalonzo has not said much it is a duplicate of what have been said.

I thought it would be interesting to get a comparative analysis of what those aspiring to lead the Republic of Kenya have so far articulated in the public domain. Following is a snap-shot of what each candidate has indicated is their priority.

 Kenya Vision 2030
The vision is based on three "pillas" namely; the economic pillar, the social pillar and the political pillar. The Vision 2030 comes after the successful implementation of the Economic Recovery Strategy for Wealth and Employment Creation (ERS) which has seen the country's economy back on the path to rapid growth since 2002, when GDP was at 0.6% rising to 6.1% in 2006.

The economic pillar aims at providing prosperity of all Kenyans through an economic development programme aimed at achieving an average Gross Domestic Product (GDP) growth rate of 10% per annum over the next 25 years. The social pillar seeks to build “a just and cohesive society with social equity in a clean and secure environment.” The political pillar aims at realising a democratic political system founded on issue-based politics that respects the rule of law, and protects the rights and freedoms of every individual in the Kenyan society. The relationships between the pillars can be seen in Exhibit One below.


The Kenya vision 2030 is to be implemented in successive five-year Medium Term plans with the first such plan covering the period 2008-2012. Currently, a detailed 5-year development plan (2008-2012) is being prepared under the coordination of the Ministry of Planning and National Development. After 2012 another 5-year plan will be produced covering the period 2012 to 2017, and so on until 2030.

Lead the fight against HIV/AIDS

Vision 2030 Underscores the importance of Science, Technology and Innovation (STI) in fast tracking economic growth, poverty reduction, international competitiveness and the achievement of Millennium Development Goals (MDGs). This is to be achieved through substantial re-orientation of the national development policies to integrate STI into all the social and economic production systems leading to a scientific and technological transformation of the economy

Free primary and secondary education
Reforms especially cutting the powers of the President and sharing them with a prime minister.

Pledging to implement projects and policies that would take wealth to the majority, spur growth and create employment.

Past economic crimes

deal with all past economic crimes and conclude all pending cases.
proposed the creation of Usawa Restitution Instrument through which those who have looted public wealth will return it in exchange for amnesty. Those who do not will be severely punished, he promised.

Scrap the Ministry of Justice and Constitutional Affairs but strengthen anti-graft institutions, the office of the Attorney General and Solicitor General to fight the vice. KACC, will be changed to improve its efficiency

The office of the Ombudsman, recently established by the Kibaki administration, will be strengthened under the policy of a ‘listening government’ to ensure that the complaints of the public are dealt with expeditiously, he said.

To be implemented will also be the Public Officer Ethics Act where all office holders—civil servants, Members of Parliament and the President—will declare their wealth.

All appointments by the Public Service Commission will be on the basis of regional and gender balance
Free primary and secondary education
Affordable and internationally acceptable education system (but free from Kindergarten to high school)

Affordable and accessible medical care to all

Freedom from basic wants to all that are genuinely disadvantaged,

Bill of rights that is enjoyed and protected
Taxation system that is fair and equitable to individuals and investors,

A functioning and truly independent judiciary
Secure borders, making Kenya a favourite destination for foreign direct investment

Kenya that respects all its people without discrimination on colour, faith and tribe

A kenya at peace with its neighbours and that respects its bilateral and multi-lateral agreements

A Kenya that will be able to attain and sustain an economic growth of over 10% p.a. for at least 15 years.
