I also agree with you and Joram that CDF money should be used in full for positive development.

What I know is that by June, there was 16m in the Bondo CDF account, and this money is never returned to the Treasury. It remains in your account once disbursed.

What this non usage can do to a constituency, is that in the following year, you might get less disbursement.
