KASS DIASPORA DISCUSSION - ON MAJIMBO Kenyans in Diaspora The World Bank backs Majimbo as enunciated in a writeup by the Bank’s institutional finance expert James Ford in his submission entitled “Rationale for Decentralisation, " to be found under: http://info. worldbank. org/etools/ docs/library/ 128800/Ford% 201999.pdf . The report concludes: "Although politics is the driving force behind decentralisation in most countries, decentralisation may be one of those happy instances in which good politics and good economics serve the same end." The report clearly talks of political and economic decentralization, not just economic as espoused by the leader of ODM-K (but gainsaid by his Secretary General). The World Bank, besides, is now putting its money where its mouth is, and it is, acting together with the Asian Development Bank, actively aiding Pakistan in its devolution effort. Pakistan is un-controversially devolving economic and political power to four regions under which fall six districts. With that background, the Motion this weekend goes as follows: Just what is majimbo and what are its attractive and negative points? With the World Bank encouraging and supporting Devolution in word and deed, what do the Kenyan opponents of the system know that the World’s top financial institution doesn’t?
