You got it right. Majimbo as a word can bring some flash back but the problem has more to do with the vessel carrying the word than the word itself. It can not escape my memory that the same form decentralisation of resources had been tried by the Moi government under the name District Development committee (DDC) which promised heaven and earth  for every rural village by the year 2000. My taking is that, this idea (DDC) was good but it failed because of two reasons: first, lack of political will power and secondly, the head of the committees were DCs who were government appointees who were not answerable to the local communities but to their masters.
 
Most of these appointees (DCs/PCs) are in their places of  work mostly as the ears and eyes of their masters and as such it is very rare to  hear that  a DC/PC of area fulani is spearheading development project in area X where he is working.
 
ODM is promising to use a near similar method to that which failed (DDC) during Moi's reign except this time round Leaders of these districts will be elected by the community and therefore will be answerable to both the electorate and the cental government. CDF is another example of devolving resources but it needs a bit of tweaking to make it transparent and  more accountable.
 
Yes, our former president Moi was right when he said that Kibaki knows about the past, present, and future. Moi thinks that this makes Kibaki invincible. Far from it. Despite the past, present and future knowledge that Moi claim KIbaki has, whatever these knowledge are Moi only knows, Kibaki has done very little to eradicate, corruption. So next time you meet the man from Sacho tell him that ODM leaders also has the same Knowledge and has promised to reverse the growth of  these cancerous vices (corruption,insecutity, poor health , etc.) which are depriving Kenyans of their dignity.
