From: Nicholas Mireri Gusii Declaration:Parliament to be dissolved soon Kibaki hints at House dissolution By JULIUS BOSIRE and ANGWENYI GICHANA The life of the current Parliament could end tomorrow, if President Kibaki implements his latest - yet strongest - hint. Speaking in Kisii where he addressed a series of meetings and created a new Borabu District, the Head of State named two pending crucial Bills on the agenda of the august House before it could be dissolved. First, he spoke of the Finance Bill which contains the various new ways through which the government seeks to charge taxes and raise revenue to run its operations until next June that are expected to be enacted tomorrow. The only Government sponsored health related legislation pending before the House is the Biosafety Bill which seeks to legalise and regulate the production and consumption of genetically modified foods. Among other things, the Bill also seeks to provide the legal infrastructure for modification of biological organisms. If the President dissolves Parliament tomorrow, it will increase the prospects of a General Election being held before Christmas. It would give the Speaker Francis Kaparo and Electoral Commission Chairman Samuel Kivuitu ample time to embark on the timetable that might see the election probably being held by December 17. Mr Kivuitu indicated last week that if the President does not dissolve Parliament by tomorrow, then the election could be held after Christmas.
