OPPOSITION LEADER IN UGANDA WANT COMMONWEALTH SUMMIT POSPONED

The Opposition party in Uganda ,Forum for Democratic Change (FDC) has called for the postponement of the summit of the Commonwealth Heads of Government (CHOGM) saying the prevailing bad weather and rising floods is not conducive for such important gathering of foreign dignitaries to be held now.

FDC has written to the Commonwealth Secretariat in London and the government of Uganda telling the two institutions to postpone the CHOGM summit, which is scheduled to meet in Kampala on 3rd Nov 2007.

The party’s secretary for foreign affairs Reagan Okumu told the government of President Yoweri Museveni to concentrate on the concerted effort of overcoming the floods, which hit the Eastern and Northern regions leaving several people killed, and property worth millions of shillings destroyed.

Mr Okumu while addressing weekly press conference on Wednesday reasoned that it would be wrong to host the summit in Kampala only after a state of emergency was declared in the Nothern and Eastern pars of the country.

The Ugandan government declared a state of emergency in the region and committed itself to raising funds to address the emergency.

But how can it critically solve the problem when its involved in other not "very pressing issues?"

It is inhuman to hold a luxury conference in the country’s capital when people in other parts of the same country are undergoing serious suffering.

Okumu also argued that the meteorologists had predicted a similar situation in Kampala and said the meeting should be rescheduled to avoid embarrassment before the Queen of England.

This of course would not be the first it is postponed .It was also postponed in Australia due to 2001 attack in the US.

However the CHOGM national task force spokes person Kagole Kivumbi said the torrential rains in the Country were caused by climatical change and the Kampala summit would be the best forum to discuss the crisis.

"When leaders of close to 2 billion people come to Uganda, which is expecting floods, as indicator of global warming they will formulate a way forward on how to curb climatic change."
