Catholics are unfair on Devolution or Majimbo System!

Most Kenyans are getting confused following heavy criticism on the Majimbo system by Archbishop Njue, also the chairman of the Kenya Episcopal Conference but before elaborating my point and stand on the issue Cardinal-designate and the entire team 25 Catholic bishops who signed the pastoral letter and opposed the system seen by several Kenyans as a better option should take a look at the definition below:

Devolution or home rule is the statutory granting of powers from the central government of a state to government at national , regional , or local level. It differs from federalism in that the powers devolved may be temporary and ultimately reside in central government, thus the state remains, de jure , unitary .

Any devolved parliaments or assemblies can be repealed by central government in the same way an ordinary statute can be. Federal systems, or federacies , differ in that sub-state government is guaranteed in the constitution .

The devolution can be mainly financial, e.g. giving areas a budget which was formerly administered by central government. However, the power to make legislation relevant to the area may also be granted.

The term federalism is also used to describe a system of the government in which sovereignty is constitutionally divided between a central governing authority and constituent political units (like states or provinces). Federalism is the system in which the power to govern is shared between the national & state governments, creating what is often called a federation . Proponents are often called federalists .

Now that our learned friends have read through the lines, I would like to ask them a question why they oppose the Majimboism while Catholic church did not take side on the Referendum debate. My humble message to the Cardinal-designate His Grace, Rev. John Njue and the entire Episcopal Conference is that they should refrain from indulging into politics especially when there is a need for a change!

Rev. Njue I begin to believe that you are supporting old regime which has failed Kenyans. Why did African Catholic churches propose formation of the African synod entitled: the Church in Africa and her Evangelising Mission Towards the Year 2000 ? Answer is clear, the old Vatican Cannon was a centralised type of system which could not deliver fruitful result any more to the African Catholic followers and was built on a European way of life which was not compartible to African Traditional Religion (ATR), for that matter Rev. Njue should concentrate on the pulpit and let Kenyans decide on which way they want to go.

Hon. Njue could you please read the temperature on the ground and see why people are asking for a change? The best solution at the moment is to consult other church leaders, Imams, politacians, and traditional African churches for a better solution instead of taking such a delicate decision to oppose what people have decided on.
