Election Goodies

If new districts and hospitals and universities are not election year goodies, why is Central Province and the entire Mt Kenya region not getting any? Don’t they need new districts and hospitals. May  be a devolved government would answer this disparity in allocation of resources.
 
Kibaki brought us the biggest government ever. He said he will end corruption; instead, corruption has flourished under his leadership.  Is creation of these ministries not another form of corruption?
 
Kenya cannot afford another 5 years of Kibaki.
