New Leadership Convention and Shadow Parliament Launch- April 12-13, 2008, Nairobi, Kenya From: Kenya Progressive 2012 Group New Leadership Convention and Shadow Parliament Launch Progressive 2012 Group The New Leadership Convention takes place April 12-13, 2008 in Nairobi, Kenya. The Shadow Parliament will be officially launched on Saturday April 13, 2008 at 2pm in a maiden session lasting 2 hours. The two day convention will include seminars on parliamentary procedures, policy formulation processes, government structure, the role of the legislature in society, how to increase women and youth participation in politics, constitutional reforms and leadership training. To participate as a member of the shadow parliament please attend the accreditation meeting on March 15, 2008. You are also encouraged to take part in the online deliberations. Those who are abroad may complete their accreditations online but must participate in a telephone interview. It takes full 5 years of careful preparation to run a winning campaign. Start now for 2012, or wait for 2017. Join the P2012G, which will constitute the provisionally called Shadow 10th parliament. The shadow parliament aims to democratise parliamentary practice in Kenya. The members of the outgoing 9th parliament have used their power to award themselves huge salary increases, misused constituency development funds, awarded salaries to their children, friends or schools and have been too lazy to even attend parliamentary proceedings. A total overhaul of the parliamentary system as we know it in Kenya is urgently called for. The tin-pot dictators we call parliamentarians in Kenya need to be exposed on a daily basis and their misdeeds explained to Wananchi in a timely fashion. The shadow parliament will be the people’s true parliament between 2008-2012. It is our hope that at the end of this period, Wananchi will know better than vote these vultures back to parliament again. We genuinely expect that the next elections shall be fought on real issues affecting citizens not on charlatanism, individualism, tribalism, and class interests. For Kenya to get that long expected new generation of leaders, there must be a training ground for the new group. The Shadow parliament shall offer that practical training ground for next 5 years. The shadow parliament will analyze legislation, policy, constitutional reforms, budget/alternative budget, corruption, civil service, policing, youth justice, women equality, poverty eradication, rights of disabled, access to health, education and a host of issues of affecting wananchi. The shadow parliament will meet every week to shadow Kenyan parliamentary proceedings. Non-partisan Members of shadow cabinet need not belong to any particular political party, but should state the constituency they are representing. Constituency Representation Members must attend at least one session a month to retain membership. Sessions will be open to the public. Non-members may take part in the debates but priority will be given to members. More than one member may represent a constituency, but seniority will be based on “first come” [i.e. the first member from constituency x will be come Senior member for x. the next one will become junior member, and then will become senior number 2 after three months of consistent participation rules will be discussed in detail in the first meeting scheduled for March 27, 2008]. Locations of Meetings Debates shall take place in Nairobi every Saturday late afternoon. All those from outside Nairobi will be expected to attend as frequently as they can (not less than once a month). Those outside the country will be able to participate through online inputs via a special website which is under construction. The speakership will rotate among the members every month.
