THE NEXT COUNCILLOR KOMAROCK WARD ODHIAMBO TOBIAS OKETCH
JOB APPLICATION Today, the 4th of November 2007, may I kindly submit my application, to you the people of Komarock Ward, for consideration for the seat of councilor which fell vacant on 23rd October 2007, when the Minister for Local Government dissolved all local authorities across the country.
As you know, the interviews will be conducted on 16th November, and as you look through all the other CVs, I would request that you find mine the most suitable. I have worked for the party and the people of Komarock.
You elected me the first Interim Chairman of LDP in Komarock in 2003. During the Referendum of November 2005, I was privileged again by the people of Komarock to work as the Team Leader for the Orange side in Komarock, and we won with a suitable margin.
In 2006 when LDP called for elections, I was again humbled by the people of Komarock when you elected me overwhelmingly as the first elected Chairman of LDP in Komarock Ward. Your confidence in me was later replicated by the people of Embakasi Constituency when they overwhelmingly elected me the secretary for LDP in Embakasi Constituency.
As I talk now, I am the Chairman of ODM in Komarock, and Secretary for ODM in Embakasi Constituency.
Today, I submit my application to be considered to continue serving you as the Next Councilor, Komarock Ward.
PREAMBLE I have been part of the change agenda since 2003 when we all voted for Narc. The Narc dream was premised on reducing and eradicating tribalism, corruption and giving Kenyans a new constitution within the first 100 days of the Narc government.
Tribalism Kenyans wanted to live as brothers and sisters in the firm belief that we could share in all the resources of our country. We wanted to live as a people in harmony and at peace with each other.
But that was not to be. The government we put in place, not only saw for employment people from the same community, but they saw old men only. People who had lived their full lives, people who had retired were promptly recruited on the false belief that old is gold. Young men were ignored. Our brothers and sisters from Central province became victims of an orchestrated ethnic arithmetic that they were not part of.
Corruption Kenyans wanted to do away with corruption. We were even promised that corruption will cease to be a way of life. Yet projects such as “Anglo Leasing� and such related projects were promptly executed, and within 8 months, Anglo Leasing was negotiated, signed, executed and payments made.
The sad bit is that when Kenyans got to know about this, nobody in government could remember anything. They did not even know whom they had dealt with.
Corruption became high tech with the Government that we had put in place.
Constitution Kenyans wanted a new constitution and our new kid on the block even had a session with a man of God, where they signed a covenant binding on delivery of a new constitution within 100 days.
As you know, these men took our Bomas draft, went and defiled it at Kilifi, brought us a monster of a draft and subjected us to a rigorous referendum, where they lost. We still have no constitution.
Komarock Ward In Komarock Ward, I want to focus on social development. We want to have additional primary schools for our children; we want social amenities, a social hall where our people can meet and socialize. We want our children to be given first priority when it comes to employment opportunities and when it comes to bursaries. I want members of our community infected with some of the opportunistic diseases to have access to Medicare. In doing this, I will focus my leadership on a few parameters;
a) Jua Kali Sector, service providers, hawkers and mechanics I acknowledge the fact that unemployment is a global problem. It is not only unique to Kenya. And to make our young men and women productive and useful, I will support and help allocate funds appropriately to the Jua Kali Sector.
This includes building modern garages for our mechanics. We will build garages with modern ablution blocks and sheds, where you can work whether it rains or not.
I will allocate funds to help our people in the Jua Kali sector, service providers, hawkers and mechanics to engage in productive business. I will also help them to reach out to new markets. I w ill help strengthen the capacities of our people so engaged in this sectors and help create an enabling environment for doing business that becomes profitable.
b) Informal Traders I will build modern stalls along the roads to enable our people engage in useful trade. The days when you must fold your business because it is raining will be gone.
I will help the informal traders to access finance to improve and strengthen their business.
c) Construction Industry. To enable our youth to be self reliant, I will give first priority to the youth in construction industry. With LASDAP funds, all roads construction work will be given to young professionals, people with the relevant qualifications, and still young enough to take our country to the next level.
I will also make infrastructure my 1st, 2nd and 3 rd priority so that the people of Komarock do not take hours held up in traffic jams along Kangundo Road. I will work closely with the relevant arms of government to ensure that the jams on Kangundo Road are addressed once and for all.
This can only be addressed by those who live in Komarock. d) Sports Sports is really paying now. Footballers gifted in that trade are doing well all over the world. But in Kenya, people whom we trusted with football administration, brought down some of our best football clubs. Some of them now want leadership at both parliamentary and civic level.
I do not know what kind of leadership they will offer, but I know what I will do.
I will be there for the sports people. Having played for Kenya in Tae Kwon Do in the 4th All Africa Games, I know what sports mean to our young men.
I will jealously safeguard all our fields. The land grabbers must be put on notice. Playing fields will not be grabbed under my watch.
e) The Disabled I recognize that disability is not inability. I will work closely with all the disabled groups. I will be there for those with crippling disabilities; the HIV/Aids infected and affected people with impaired visions, widowers, widows and orphans. We will work together to overcome our various forms of disability.
In Komarock, we are faced with two serious issues, water and insecurity.
a) Water I will ensure that we have water on our taps and that water is made available to the nearest point for our brothers in Jada, Kwa Nguruwe and Nyama Villa.
b) Security I will work closely with Komarock Residents Association to ensure that the security of our people is in our hands. I will collaborate closely with the Kenya Police to ensure adequate and quality patrol by the police.
I will not entertain the police harassing bar patrons instead of fighting crime.
Having set all this, I will focus on the youth and our women colleagues.
a) Youth We are told that we are in the majority. I will negotiate with KRA to place the security of Komarock in the hands of our youths who are jobless. They know the terrain, they know the people and they have all that it takes to protect Komarock.
I will negotiate with KRA to place all garbage collection in the hands of our youth and in so doing, I will encourage the youth to come up and help me turn around Komarock.
Being called leaders of tomorrow does not excite me. We must now consign people who have passed the recommended biblical age to permanent retirement. The Bible says that a man shall live for 70 years. Anything after that is a bonus.
Let all those past 70 enjoy their God given bonus at home, not in office.
b) Women As I said, I will build modern stalls along our roads for our women folk who are engaging in small scale business.
I will encourage our women to venture into business. I will help them access all the financial credit facilities. I will be there to be of help to the women.
In terms of job placement, I will engage a 50% parity level. As for business opportunities, I will give our women entrepreneurs first preference. We must work hand in hand to achieve absolute empowerment for our women colleagues.
In closing, I will focus on two very serious issues, Decentralized funds and Pumbavu;
a) Decentralized Funds LASDAP, like CDF, was created to bring services closer to the people. Under my watch, LASDAP will not be used for building toilets anymore. We have much more serious issues to address, not building toilets.
I will engage a committee of residents in collaboration with KRA, to help manage this fund satisfactorily. We will not build toilets.
LASDAP Funds will be used to actualize some of the issues I have raised above. For clarity, I will just do a quick mention of those. We will use LASDAP funds to empower our Jua Kali artisans, mechanics, small scale traders, sports facilities and provision of social amenities.
These are more serious issues, more serious than building toilets.
CDF Funds, Road Funds, HIV/AIDS Funds, Bursaries will not be used for building toilets. Bursaries will be given on the need basis but on first come first served.
We will not use these funds for private gain as has been the practice.
b) Pumbavu Under the command of the Pentagon, Kenyans will not be called Pumbavu, mavi ya kuku and Bure Kabisa.
If Hon. Raila Amolo Odinga calls any Kenyan pumbavu, I will resign the seat the next minute.
Komarock Canal I will seek for investors to modernize the canal. The past regime has spent 1.8 Million on cleaning this canal, money for which we cannot see the results of. I will in partnership with investors, make the canal a resort worth visiting and passing time at with the family, not a mosquito breeding resource it is now.
Timeless I must forever remain indebted to my wife and children. They have been a source of strength. They have stood firmly with me in pursuit of leadership. I also remain indebted to the people of Komarock who helped expose me to leadership challenges. Your trust in me made me be trusted in Embakasi Constituency.
It is time we moved it to the next level; by electing me to be the Next Councilor, Komarock Ward.
To the people of Komarock ward, I say united we stand and divided we fall. It does not matter whether you are black, brown, yellow, white or coloured.
It does not matter whether you are Luo, Kikuyu, Luhya, Kamba, Kalenjin, Kisii, Pokomo, Rendile, Giriama, Somali or indeed any other tribe. You are Kenyan, and I need your vote to make me the next councilor of Komarock Ward. Let us not import another leader from elsewhere.
