That is no doubt. The floating districts are no more and none is even left in the gentleman's briefcase. This could indicate the signs and symptoms of celebrating the new leadership to come. It does extends that the kazi imekoma and wait to see who will resign upon capsizing from  this Naval Boat or proceed to take the back bench in parliament. I believe this was part of development research for Mzee Kibaki, but down the road in Nyanza, the funding for such a project was never factored in the intellectual man's vocabulary. Then comes the issue of who drafted that biased proposal of New Floating Districts that now makes kazi ikome?
