RAILA Odinga and Bomas Draft From: People Foundation Kenyans rejected Bomas draft, the Kilifi draft, etc..... Raila is now planning on bringing the Bomas draft back in 6 months of his presidency. Elimination of the Provincial Administration Systems, please note: "The provincial system was also for the protection of minorities. Central government powers were to be exercised by a cabinet responsible to the legislature. This form of collective government was considered also suitable for a multi-ethnic society. A bill of rights, enforceable in the courts, was to limit the power of state institutions" Under Raila 's presidency, this noble system will be gone! It has been argued severally that to implement the Bomas Draft would costs the Excheque an estimated cost of over a billion dollars, making the implementation of the new staructure of government untenable. http://ipsnews.net/news.asp?idnews=30646 This time round, how does Raila plan on paying fo the new process, and how will he fund the establishment of new structures of government under his administration? Pleas remember we already have a budget deficit that we are struggling to deal with. Kimunya thinks that he can cover the shortage by divestment of government holdings in Safaricom and Telecom Kenya. Given the scenario, we can only divest up to a certain level. There has to be deliberate effort to raise more funds through superb policy and strategy execution. For, now, we can only hope that vision 2030 is the blue print for Kibaki to take the country to the next level. Raila's manifesto lacked totally the "how" part of delivery.
